<br />I <br /> <br />. <br /> <br />. <br /> <br />City of Arden Hills <br />2005 Assessment Policy <br /> <br />4. <br /> <br />Sanitary Sewer Buildin2 Services <br />Those pipes, usually four-inch (4") or six-inch (6") in size leading from <br />laterals (or sometimes from trunks, subtnmks and in1erceptors) Ihat serve <br />individual buildings. The services are plugged at the property line until <br />such time Ihal a building is connected to the scwer system. The property <br />owner must make arrangements with a licensed, bonded plumber to <br />complete the service connection. <br /> <br />5. Sanitary Sewer Availability Char2e (SAC) <br />This is a charge billed 10 all properties at lhe lime of connection to the <br />sanitary sewer system. The charge is Ihe individual property share of lhe <br />cosl of the interceplor trunk and treatment facili1ies that make sewer <br />service available. The charge is hased on an equivalenl unit basis. The <br />method used to calculate the total number of units for any specific <br />property and the current unil charge are based on the Metropolitan Council <br />Environmental Services (MCES) for expecled sewage flow From various <br />dwellings or businesses. A listing of the MCES sewer availabilily charges <br />is available on the Metropolitan Council website: www.metrocouIl<:.il.org <br />This charge may not be assessed againsl the property. <br /> <br />6. <br /> <br />Sanitary Sewer Lateral Benefits <br />Lateral benefit may be provided by connection 10 trunk, subtrunk or lateral <br />pipes. The calculation of lateral benefi1 from a Inmk or subtrunk pipe will <br />be based on the cosl of an eight inch (8") pipe along the same alignment at <br />a depth adequate 10 provide services to the abutting properties. <br /> <br />7. Infrastructure Rehabilitation Proiects <br />Any project or portion of a project thai reconstructs an existing sani1ary <br />sewer facility. A rehabilitalion project may occur on the exisling <br />alignmenl of 1he sewer line or on a ncw alignment, thus allowing the <br />exisling line to be abandoned or its status downgraded (i.e., lrunk or <br />subtrunk 10 lateral). <br /> <br />B. Determining Sanitary Sewer Assessment Rates <br /> <br />. <br /> <br />L Sanitary Sewer Interceptor Rates <br />All properties Ihat lie within the approved Service District shall bear the <br />cost of sanitary sewer intereeplor projects. The costs shall be spread <br />equally, based on a gross area basis wilhin 1he Service District, and will be <br />known as an interceptor assessment. <br /> <br />2. <br /> <br />Sanitary Sewer Trunk/Subtrunk Ratcs <br />The lateral and building scrvice assessments described below will be <br />deducted from the total improvement cost to be assessed.
