Municipal State-Aid Construction Fund Contributions <br />When a Municipal State-Aid Street project includes either lrunk or laleral <br />storm sewer, which the Minnesota Department of Transportation <br />(MnDOT) detennines may be funded by Municipal Slale-Aid construclion <br />funds, Ihe amount determined 10 be actually funded by MnDOT may be <br />deducted from the total improvemenl costs to be assessed. <br /> <br />4, Infrastructure Reconstruction Proieets <br />Any project or portion of a project that reconstructs an eXlstmg storm <br />sewer syslem facility. A reconstruction project may occur in Ihe existing <br />alignment of the slonn sewer pipe or on a new alignment, thus allowing <br />the existing line 10 be abandoned or its status downgraded (i.e., trunk to <br />lateral). <br /> <br />. <br /> <br />All properties wilh tax exempt slalus and abulling new slreet reconstruction, <br />stree1 reconstruction, or bi1uminous overlay improvements shall be assessed at <br />one hundred percent (100%) of the cosl of the improvement. <br /> <br />Additional Definitions and General Provisions <br /> <br />1. Federal, State and County Highways <br />These streets are classified as expressways, freeways, and principal <br />arterials constructed and mainlained by the Stale or County Highway <br />Departments. They will carry large volumes of traffic a1 peak loading <br />times. <br /> <br />2. Minnesota State-Aid (MSA) Streets <br />These are lermed colleclor streels that interconnect other collector streets, <br />Slate or County highways, or with Minnesola State-Aid slreets in the <br />municipali1y. Municipal State-Aid funds, apportioned from the gasoline <br />tax, are used to help finance Ihe cosl of Minnesota Stale-Aid Street. The <br />design for a Minnesota State'Aid road is dependent on traffic volumes and <br />the urban selling. <br /> <br />3. <br /> <br />Commercial/Industrial Streets <br />These are streets that generally serve eommerciallindustrial property. <br />They would typically have a projected traffic volume higher than a <br />residential street. A typical design would be Ihirty-six feet (36') wide with <br />concrcte curb and guller, and nine (9) tonc design in accordancc with <br />current MnDOT standards. <br /> <br />. <br /> <br />2005 Assessment Policy Manual - Page 2 I <br />
