AlJ properties with <br />fronlage abutting a street that is reconslructed shall be assessed on a <br />per unit basis at Ihe tax exempt equivalent assessment rate. <br /> <br />This rate shall apply, regardless of the street's classification (local, <br />collector, arterial, lrunk highway); designation (County State-Aid <br />Highway, Municipal State-Aid Street); or jurisdie1ion (State, County <br />or City). <br /> <br />Mill and OverIav Improvements <br /> <br />Mill and overlay improvements arc placed as a eosl-effee1ive measure to <br />extend the useful street life of a particular roadway and 10 delay street <br /> <br />reconstruction needs. As bituminous mill and overlays are constructed as <br />long-term rehabilitation improvemen1s, the cost of these improvements <br />shall be assessed as described below. <br /> <br />From time to time, however, the Ci1y's Operations and Mainlenanee <br />Department may detennine that small street areas need immediale <br />bituminous overlay improvements for short-term maintenance purposes. <br />These lypes of bituminous overlays, determined to be "slop gap" <br />mainlenance needs rather 1han long-lerm street rehabilitation <br />improvemenls, shall nol be assessed 10 abulting properties and shall be <br />funded by the Cily. <br /> <br />a. Residential Equivalent Assessment Rate <br />All R-l and R-2 residenlialJy zoned properties wi1h tTonlage abulting a <br />streel thai is overlaid with bituminous surfacing shalJ be assessed on a <br />per unil basis al the residenlial equivalent assessmenl rate. <br /> <br />This rate shall apply, regardless of 1he street's classificalion (local, <br />colleclor, alierial, trunk highway); designa1ion (County State-Aid <br />Highway, Municipal State-Aid Slrect); or jurisdiction (Slate, County <br />or City). <br /> <br />The residential equivalent assessment rate shall be based on fifty <br />percent (50%) of 1he cosl of biluminous overlay plus all associated <br />overhead costs for a typical residential street section.
