In that letter, the Lake Johanna Improvement Society
requested a $500 contribution to the 2004 Goose Removal Program, This program was initiated
in 1996 and the City has been a contributor since inception. (To staffs knowledge, this has been .
approved administratively in the past and has not been specifically budgeted in the annual
budget.) The overall cost of the Goose Removal Program to the Lake Johanna Improvement
Society is $1,000 per year. This fee includes a set up charge and a fee per goose removed.

The Goose Removal Program is conducted yearly in the spring. The program was developed by
Dr. James Copper at the University of Minnesota. The University of Minnesota is no longer
involved with the program, but Dr. Cooper continues to runs the program as a private company,
His company is licensed by the Minnesota Department of Natural Resources and holds the only
permit for goose removal in the metro area. Staffhas determined that this particular program is
site specific to Lake Johanna and the surrounding lake shore. Since 1996, a total of 549 geese
have been removed from Lake Johanna; adult birds are processed and distributed to a food bank
and the younger birds are relocated, This is the only Goose Removal Program that is currently in
effect in the City of Arden Hills.

COST ESTIMATE
In the past, the City has contributed $500 to the Lake Johanna Improvement Society Goose
Removal Program. Funds have been provided from the City Council General Budgct. The cost
for a city-wide program would be approximately $6,000 per year.

REOUESTED COUNCIL ACTION
Provide direction to City staff regarding the contribution for this year's program and direction for
future actions and budgeting.

.
