.

.

~
~HILLS

MEMORANDUM

DATE:

Agenda Item 6.A

June 9 2004

TO: Mayor and City Council

FROM: Michelle Wolfe, City Administrator 4,xfu/

SUBJECT: 800 MHz Project: Update and Discussion Points

BACKGROUND

Various committees have been established and are diligently working on the 800 MHz project
for Ramsey County. On June 3, a meeting was held for elected officials to discuss dispatch
center options. Various materials were distributed at that meeting, and are attached for your
reference. At that meeting, each community was asked to consider five questions, and respond
back to Project Manager Paul Kirkwold by June 16. Those questions are as follows:

. Does yourjurisdiction want to be a subscriber to the Ramsey County Interoperable 800
MHz Base-Radio System?
. What is your jurisdiction's preferred dispatch option for operation by mid-200S?
. Arc there any contingencics or conditions that would make another option acceptable? If
so, what are the conditions by option?
. This new system will be in operation for a number of years. Is there an option other than
your preferred option that you might consider in the future?
. Are there any of the five options that are not acceptable at all?

DISCUSSION

The City of Ardeq Hills does not have an elected official or a staff person involved in any of the
committees_ Therefore, we attempt to stay up-to-date via materials that are distributed, and I
hear updates at the contract cities meetings once per month. Now there is a request that we
answer questions ,(on a short deadline) that I don't believe we are completely prepared to answer.
Overall, I believe that in general (but especially for cities that do not have direct representation
On the committees) we need more information and time to review the issues. I've outlined some
thoughts on the five questions below.

. Does your jurisdiction want to be a subscriber to the Ramsey County Interoperable
. 800 MHz Base Radio System?
