Call To Order <br /> <br />Mayor Aplikowski called the meeting to order at 5:05 p.m. Present: Councilmembers David <br />Grant, Brenda Holden, Gregg Larson, and Lois Rem. <br /> <br />Staff present: Administrator, Michelle Wolfe; Finance Director, Murtuza Siddiqui; Operations <br />& Maintenance Director, Thomas J. Moore; and Parks & Recreation Supervisor, Michelle Olson. <br /> <br />2.A. 2003 Audit Presentation <br /> <br />Steve McDonald, audit partner at Abdo, Eick, & Meyers presented the City's 2003 Audited <br />Financial Statements and management letter. Mr. McDonald provided an overview of the City's <br />financial situation, including fund balanccs. He stated that the City is required to implement <br />GASB 34 by the end of2004. He further indicated that he will meet with the City's finance staff <br />in July to outline the steps that will be needed to implement GASB 34. <br /> <br />A question was asked by a Councilmember if the auditors had seen any significant changes over <br />the past few years. Mr. McDonald stated that there has been a drop in the fund balances in <br />surface management and sewer funds. He suggested that a rate study be conducted. Mr. <br />Siddiqui acknowledged the need for the study and indicated that it is planned for in 2004. <br /> <br />2.B. National Guard Presentation <br /> <br />Major Scott St. Sauver of the AHATS group made a presentation to the Council. This <br />presentation was a follow-up to a previous discussion/presentation that was made in March, <br />2004. Major St. Sauver provided an overview of the classification which was published in <br />October 2003. He mentioned that there are four basic classification categories: Maneuver Land, <br />Basic Weapons Ranges, Billeting, and Support Facilities. Major St. Sauver also talked about the <br />local training center. He indicated they have a property development plan which is subject to a <br />public review process after senior leadership has an opportunity to review it. <br /> <br />Major St. Sauver also provided an overview of the AHA TS noise data. He discussed the peak <br />sound level and the risk of complaints. He stated that the training site may see about 50 <br />helicopter flights per year. There is a proposal for two landing zones - the Gravel Pit and Top of <br />Kame. He mentioned that currently no helicopters are flying in and out of the area.
