<br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />. <br /> <br />DATE: <br /> <br />June 2, 2004 <br /> <br />PC Agenda Item S.A <br /> <br />TO: Planning Commission <br /> <br />FROM: Peter Hellegers, City Planner <br /> <br />SUBJECT: Qwcst Communications <br />Easement for telephone cabinets <br />1450 West Highway 96 (former City Hall site) <br /> <br />Request <br />Robert Wenger ofUltcig Engineers, Inc. on behalf ofQwest Communications has <br />requested an easement at the former City Hall site, 1450 West Highway 96. <br /> <br />Overview <br />The casement would house two to three phone cabinets which would serve an area of <br />approximately eight blocks around the easement site and would provide the service for <br />the new Ramsey County Partners Public Works Facility on the north side of Highway 96. <br /> <br />. <br /> <br />Tn addition to the property for the former City Hall site and the current Maintenance <br />building, the City also owns another four acres of property to the east terminating just <br />west of the childcare center. The area of the old City Hall and Maintenance buildings are <br />currently zoned R-l: Single Family Residential and are guided as Neighborhood Business <br />in the Comprehensive Plan. The properties directly to the east of the Maintenance <br />building are zoned NB: Neighborhood Business and guided as Neighborhood Business in <br />the Comprehensive Plan. <br /> <br />Discussion <br />The area where the easement proposed is part of a property that the City will likely <br />redevelop in the near future. Tn addition, the easement would be directly to the east of an <br />existing City trail.
