<br />Capital Proiects Funds <br /> <br />. <br /> <br />I. Municipal Land & Building Fund. This fund is used to improve existing City <br />buildings or provide for new buildings. The new City Hall was constructed using <br />resources from this fund. <br />2. Non-assessable Road Improvement Fund. This fund was originally created in <br />1992 to fund the City's portions of some improvements to Lexington Avenue. <br />Since that time, it has served to fund the City's portion of cost participation in <br />other County projects. <br />3. Capital Equipment Fund. This fund was created to minimize spikes in year to <br />year non-public safety capital expenses. The purpose is to finance major <br />equipment purchases. <br />4. Public Safety Capital Equipment. The intent of this fund is the same as the <br />Capital Equipment Fund. Generally, public safety capital needs are fairly <br />constant, in certain years there may be a need to replace larger capital items such <br />as a fire pumper truck. <br />5. Permanent Improvement Revolving Fund (PIR). The City up to this point has <br />not issued bonds to finance street projects or capital facilities. This fund serves to <br />finance these costs. Money borrowed from this fund to other City funds is repaid <br />with interest. Part of the fund balance in this fund represents a receivable from <br />another fund which resulted from the acquisition of the Indy property. Funds <br />received from the special assessments are deposited into this fund. <br /> <br />. <br /> <br />Enterprise Funds <br /> <br />1. Water Utility Fund. This fund provides operating and capital financing for the <br />City's water operations. The fund balance is declining. A rate study is planned. <br />2. Sanitary Sewer Fund. This fund provides operating and capital financing for <br />the City's sewer operations. The fund balance is declining. A rate study is <br />planned. <br />3. Recycling Fund. This fund was set up to account for revenue and expenditures <br />associated with the recycling program. <br />4. Surface Water Management Fund. This fund finances the City's storm water <br />management and maintenance function. The fund balance is declining. A study <br />is planned. <br /> <br />. <br />
