Moore; Director of Operations & Maintenance

SUBJECT: SCADA (Supervisory Control and Data Acquisition) System for Monitoring
Fourteen (14) Lift Stations, One (1) Booster Station, and Two (2) Water Towers.

BACKGROUND
In the fall of 2003, Staff and Council began working on the CIP Budget for 2004. One of the
2004 CIP Budge,t items discussed was a SCADA system for monitoring the eight (8) Lift
Stations. The Council adopted the 2004 CIP Budget which includes an allocation of $60,000 for
the purchase of a SCADA system. The funding source is the Sanitary Sewer Enterprise Fund.

In early 2004 Staff began contacting cities in the metropolitan area and out-state that were either
current users ofa SCADA system or were looking to purchase a SCADA system in the near
future. Staff made site visits to the cities which had a SCADA system. In addition, Staff met
with several SCADA system vendors. The SCADA vendor that was consistently mentioned by
other cities as their preferred choice was US Filter Control Systems in Vadnais Heights. Their
local representative is Quality Flow Systems in New Prague, Minnesota.

Staff discovered that the City of Roseville has a SCADA system and that they were looking to
upgrade their system. In addition, the City of Roseville provides the City of Arden Hills with IT
support and water. The two cities decided to cooperate on the SCADA system research project.
City Administrator Wolfe was instrumental in arranging this cooperation. The Staff from the
City of Rosevilleincluded the O&M Director, O&M Superintendent, and IT Director. Staff from
the City of Arden Hills included the City Accountant, O&M Director, O&M Superintendent, and
a member of the O&M Staff.
