<br />. <br /> <br />. <br /> <br />. <br /> <br />Memo to City Council <br />Redevelopment Dircction <br />July 16,2004 <br />3 <br /> <br />. <br /> <br />use or does the Council want to wait for a specific land use (e.g., office, medical, <br />etc.)? <br />If the Council wanted a specific type of business, is a land price discount an <br />acceptable strategy to meet the objective? <br /> <br />Cheasapeake Property <br />Staff met with representatives from the Chesapeake Companies in mid-Junco The purpose of the <br />meeting was to gain an understanding as to issues associated with development and to gain a <br />perspective on future development. It was stated that they now have a purchase agreement with <br />ATS Steel and discussed the recessionary economic climate which precluded the development of <br />the property. The most important part of the discussion was Chesapeake's perspective that they <br />have "development framework" in place with the City that will allow them to move forward <br />quickly when a major user is secured. This framework includes an approved Environmental <br />Assessment Worksheet, preliminary site plan approvals (which will need to be reviewed and <br />acted on for an extension in early fall), and an informal agreement regarding the use of tax <br />incremcnt for the right project. Staff views that it is imperative for the Council to discuss these <br />development points and if there is a difference, communication needs to bc made to Chesapeake <br />to resolve any discrepancies. The policy questions for the Council include: <br /> <br />Do the Council favor an extension of the preliminary plans? <br />Have the Council in the past had discussions regarding tax increment financing <br />and what is the current consensus on this issue (the property is currently located <br />within an existing tax increment district)? <br />An; there any additional concerns that should be communicated regarding the <br />development of this property? <br /> <br />After the City Council has had the opportunity for discussions on these items staff will prepare <br />additional materi::ds as requested to continue the redevelopment/development ofthese properties <br /> <br />Miscellaneous <br />Attached is information from the Salvation Army who is looking for a site for a combination <br />distribution facility and a living/dormitory style housing facility. They originally looked at a <br />building on Rourtd Lake Road which has a number of zoning issues (at this time no zoning <br />district would allow this type of arrangement). They thcn asked if the City was interested in <br />working with them to secure a site of up to 10 acres in size. Staff will make a short presentation <br />and is looking to Council for further direction. <br />
