G

TO: City Council
FROM: Scott Clark, Community Development Director ~
SUBJECT: Economic Development Commission

On March 17, 2004 the City Council passed an Ordinance (attached) creating an Economic
Development Commission. The purpose of this Work Session item is twofold: I) To
communicate steps necessary to implement the Commission; and 2) To ascertain the key
priorities for the Commission as their duties are very broad.

The initial key step will be the creation of a Board. To date, the City has received only one
application. Per the Ordinance, at least of three of the prescribed seven Commissioners must be
residents. There is no requirement for the additional four as to the type of businesses they
represent but staff recommendation would be to diversify the group regarding size and type of
business and other related factors. If any Council Members have specific individuals that they
would like to consider, please submit those names to staff and we will send the appropriate
correspondence. , Staff can also post the call for Commissioner's on the web page. A realistic
timeframe to have a roster in front of the Council could be at the end of August but most
realistically in September.

The second item are the priorities. Again, reading of the enabling Ordinance illustrates that the
Commission has a wide range of activities but initial steps could include:

.

Start to market the name of Arden Hills as a strategic step in marketing the
TCAAP project
Develop a component on the web site devoted to business
Develop a for sale/for lease information packet
Develop a "communications package" to ensure that the City's business
community is connected to the City
Review obstacles to business development (codes, ordinances, etc.)

.

.
