The District will have a board of directors who will serve in an advisory <br />capacity to the City Council. The board will be appointed by the Council. The board will be <br />responsible for making recommendations to the Council for matters related to this specific <br />district. <br /> <br />. <br /> <br />Earlier this month, staff had sent a letter to all residents of the district, re-informing them about <br />the district and its by-laws. The mailing also included an application for those who are interested <br />in serving on the board. In response to this mailing, the City has received seven applications <br />from the interested residents to serve on this board. <br /> <br />DISCUSSION: <br />According to the by-laws, five board members are initially appointed by the Council for varying <br />terms. After the initial appointment of the board by the Council and the expiration of their terms, <br />the residents of the district elect the board members. After the expiration of the initial term, <br />members will be elected for a term of three years. Since the current by-laws limit the initial <br />appointment of the board member to five, the Council may want to consider changing the by- <br />laws to seven. The board elects one member to serve as a chairperson on an annual basis. <br /> <br />In the addition to this suggested change, the Council may also want to consider changing the <br />Terms of Office. The terms are staggered with the first two expiring on December 31, 2004, the <br />next two expiring on December 31, 2005, and the fifth expiring on December 31,2006. The <br />Council may want to consider changing or advancing tbe dates by one year. Also, if the Council <br />amends the by-laws to change the board count to seven, the above stated expiration terms need to <br />be adjusted accordingly. <br /> <br />Attached is the applicants' bio-data. <br /> <br />. <br />
