<br />Page 2 of 3 <br /> <br />3. <br /> <br />Develop a communications plan between the residents, City of Arden Hills, Ramsey <br />Connty Sheriffs Department. and Mounds View Schools. <br /> <br />. <br /> <br />Pros: The goal here would be to ensure that the neighbors have the infonnation they need <br />to call with concerns, report violations, and communicate with the appropriate <br />jurisdiction regarding issues. This could include an informational flier that has names <br />and phone numbers, as well as possibly some kind of neighborhood meeting. A new <br />School Resource Officer has been appointed for Mounds View High School, and he will <br />be present at the work session. The Sheriffs Department has recommended that a flier to <br />the neighborhood include the name and cell phone number for the new SRO. Staff would <br />recommend proceeding with a commlmications plan regardless of which (if any) other <br />options arc pursued. It is key for the neighbors to know the resources that are available to <br />them, and to understand that reporting what they see happening is helpful in trying to deal <br />with potential problems. <br /> <br />Cons: None? <br /> <br />4. Explore the possibility of officially designating the neighborhood as a "school zone". <br />(Attached is a memorandum from City Attorney Jeny Filla explaining the concept of a <br />"school no parking zone.") <br /> <br />Pros: Provides a clearly defined area with parking restrictions and the ability to tow . <br />offenders. (rowing seems to get violator's attention - and word usually spreads quickly.) <br />Cons: Nobody could park on tbe street during the restricted hours. Time consuming <br />process lor Ramsey County Sheriffs Department to enforce and coordinate with the <br />towing company. <br /> <br />5. Explore the possibility of officiallv designating the neighborhood as a "permit parking <br />only" zone. <br />(See the attached memorandum and sample policy from City Attorney Filla.) <br /> <br />Pros: Provides a clearly defined area with parking restrictions and the ability to tow <br />offenders. <br />Cons: Time consuming process for Ramsey County Sheriffs Department to enforce and <br />coordinate with the towing company. Inconvenient for the residents to obtain permits for <br />themselves and their guests. Costs would be incuned by the City (producing and <br />processing permits.)
