<br />~ <br />~~HILLS <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />July 14, 2004 <br /> <br />AGENDA ITEM: 2C <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Michelle Wolfe, City Administrator <br /> <br /> <br />SUBJECT: Parking Issues, Mounds View High School <br /> <br />BACKGROUND <br /> <br />Over the past several years there have been issues relating to parking in the neighborhoods near <br />Mounds View High School (see attached map). The most common response was to put up "No <br />Parking" signs in some areas. However, cvery so often some new parking-related incidents <br />would occur. Most recently, there were somc incidents in May 2004. Specifically, some <br />students began parking on Glenview Avenue, and on one occasion were observed urinating in <br />someone's front yard. Ultimately, the City erectcd two more signs on Glenview in response to <br />neighbor requests. However, we felt that a more global policy approach was needed, rather than . <br />putting up signs upon request. There were concerns and questions regarding enforcement and <br />effectiveness of this approach. <br /> <br />DISCUSSION <br /> <br />On June 9, a meeting on this topic was held at ^rden Hills City Hall. In attendance were the <br />following: <br /> <br />Julie Wikelius, MVl-IS <br />John Maas, MVSD <br />John Miller, City ^ttorney <br />Councilmembcr Lois Rem <br />City Administrator Michelle Wolfe <br /> <br />George Altendorfer, RCS <br />Mike Salter, RCS <br />Paul Haidcr, RCS 9MVHS SRO) <br />Mayor Beverly Aplikowski <br />O&M Director Tom Moore <br /> <br />Much was learned during the course of discussion. Some of the key points are highlighted <br />below: <br /> <br />. The School Resourcc Officet (SRO) patrols the neighborhood about three times per day <br />during the school year. <br />. The High School contracts with the County for traffic enforcement during the school year <br />from 7:00 a.m. until 8:15 a.m., and from 1:30 - 2:30 p.m. This cost is paid dircctly by <br />the school. <br /> <br />e <br />
