The first method is by a petition of the affected property owners. The petition <br />must be signed by not less than thirty-five percent (35%) of the owners of the frontage of the <br />real property abutting the proposed improvements. It should be noted that the City Council <br />retains the right to review the merits of each project or improvement and establishes the <br />priority as it deems proper. The second method is to initiate the proceedings by City Council <br />direction. in which case no petition is needed. <br /> <br />Any reference to land zoning in this policy manual shall mean the most current approvcd <br />City Zoning Map available at the time. It should be emphasized that the special assessment <br />methods and policies summarized herein cannot be considered as all-inclusive and that <br />unusual circwnstanees may at times justify special consideration. Also, any fixed cost data <br />and rates presented herein will be adjusted from year to year so as to reflect current costs. <br /> <br />e <br /> <br />The City Council shall retain the right to review each project on its own merit and to deviate <br />from any portion of this Assessment Policy Manual, as it deems proper. These deviations <br />may occur in unique situations or where application of the policy produces unfair or <br />undesirable results. <br /> <br />The City of Arden Hills utilizes a Unit Cost methodology for the assessment of existing <br />residential homes on a per-lot unit basis, with a lot unit being defined as a platted single- <br />family residential lot or equivalent, which, according to current Arden Hills Municipal Code <br />cannot be further subdivided for R-I and R-2 residential use. The City wiII assess fifty <br />percent (50%) of the total charges, as assessment, to the residents for existing roadways. <br />Generally, no assessments are made to the residents for sanitary sewer, water, and storm <br />water that are part ofthe PMP. <br /> <br />. <br /> <br />2005 Assessment Policy Manual - Page 2 <br />
