<br />2. <br /> <br />Petition for Non-Programmed Projects <br /> <br />. <br /> <br />The City of Arden Hills has established a formal capital improvement <br />program for street reconstruction and rehabilitation projects. It is the intent of <br />the City to generally follow this established program. The Arden Hills City <br />Council will accept pctitions from property owners requesting non- <br />programmed projects. Generally, the assessment rate for non-programmed <br />improvement projects initiated by petition of the affected property owners, <br />and approved by the Council, shall be one-hundred percent (100%) of the total <br />project cost. <br /> <br />3. Improvements to Roadways Not Under City Jurisdiction <br /> <br />The City may assess properties that abut roadways not under City jurisdiction, <br />but recciving reconstmction or bituminous overlay improvemcnts. The <br />asscssment rate levied against these properties shall be the same as those <br />established for City reconstruction or bituminous overlay projects. <br /> <br />Assessment Units <br />The City shall levy special assessments on adjacent benefiting properties for street <br />improvement projccts. The assessment ratc shall be computed on a per-lot unit basis, with a <br />lot unit being defined as a plattcd single-family residential lot or equivalent, which, . <br />according to current Arden Hills Municipal Code cannot be further subdivided for R-I and <br />R-2 rcsidential use. <br /> <br />If a property has been assessed on a lot unit basis for a public improvement, and <br />subsequently a property division is made creating additional lot units, then a supplemental <br />charge shall be made to thc property at the same rate which applied under the original <br />assessments. <br /> <br />All tax exempt status properties shall be subdivided to determine the assessablc lot units or <br />part thereof. <br /> <br />Corner lots shall be assessed on the strect that is used for the mailing address. <br /> <br />If a street improvement project is requested to be constructed to a greater width and/or <br />thickness than the standard by the abutting property owners, the excess cost above that of the <br />standard rcconstruction cost shall be assessed one hundred percent (100%) to those <br />propertics. <br /> <br />All properties with tax exempt status and abutting new street reconstruction, strcet <br />reconstruction, or bituminous overlay improvements shall be assessed at one hundred pcrcent <br />(100%) of the cost of the improvement. <br /> <br />. <br /> <br />2004 Assessment Policy - Page 10 <br />
