Call To Order <br /> <br />Mayor Aplikowski called the meeting to order at 4:45 p,m. <br /> <br />Present: Mayor Aplikowski, Councilmembers: Gregg Larson, David Grant, and Brenda Holden <br />Absent: Council Member Lois Rem <br /> <br />Staff present: City Administrator, Michelle Wolfc; Finance Director, Mllrtuza Siddiqui; <br />Operations & Maintenance Director, Thomas J. Moore; Assistant to the City Administrator, <br />Schawn Johnson; Community Development Director, Scott Clark; and Recreation Program <br />Supervisor, Michelle Olson <br /> <br />Others present: Bob Lawson, St. Paul Foundation; Grcg Brown, City Engineer/URS <br /> <br />Community Foundation Presentation <br />City Administrator Wolfe reviewed the background of the community foundation program. <br />Other neighboring communities have implemented similar programs. Mr. Bob Lawson, St. Paul <br />Foundation, revicwcd the inforn1ation packet that was presented to City Council and staff. A <br />number of community flllJd programs have been developed in conjunction with the St. Paul <br />Foundation and Minnesota Community Foundation. Approximately 28 community funds have <br />been established throughout the State of Minnesota. <br /> <br />Mr. Lawson explained that a governing board would review the grant application and would <br />determine which projects the foundation would fund. Grant dollars can be used to support a <br />variety of charitable organizations. Individual donors can also designate certain programs that <br />they wOllld like to financially support. <br /> <br />The SI. Paul Foundation would manage the fund throllgh a SOlC3 account and allocate the <br />money to the different sources. IRS regulations would regulate the funding of the foundation <br />program. <br /> <br />Mr. Lawson mentioned to the City Council that in order for the foundation to be successful it <br />needs the support of the community. The first step in creating a foundation would be to conduct <br />a feasibility study to determine what causes or organizations would be supported by the <br />community. It typically takes three years of fund raising before a foundation is able to <br />financially support an organization or project. A lot of time and energy is needed to make the <br />foundation financially successful.
