The component parts ofthe individual planning phases are attached. One of the <br />reasons for temporarily stopping the process is that when full characterization is <br />cor",)!c\cd it could cause minor or possibly major revisions to the Phase 3 preferred plan. <br />li apl'c:ars that if Phase 4 is delayed careful observation must be maintained to insure that <br />sufficient time is given to produce design documents, regulatory processes, etc., that in <br />turn, will be the foundation for City plmming approvals.
