<br />- <br /> <br />~ <br />~~ILLS <br /> <br />- <br /> <br />MEMORANDUM <br /> <br />DATE: <br />TO: <br /> <br />September 15,2004 <br />Mayor and City Council <br />Michelle Wolfe, City Administrator <br /> <br />FROM: Scott Clark, Community Development Director se- <br /> <br />SUBJECT: Upgrading Building Inspection Position <br /> <br />ITEM: 2B <br /> <br />. <br /> <br />Proposal <br />At the initial August 9, 2004 City budget discussion, it was expressed that staff is examining the <br />issues of needing to increase the current half-time building inspection position to full-time. The <br />net affect on the budget would bc an increase of approximately $30,000 (salary and benefits). <br />This additional cost, and the additional lost revenue from the Lake Johanna Fire District, has <br />been incorporated in the proposed 2005 budget. At the current time thc building inspection <br />position works "full-time" by working half-time for the City and half-time as Fire Marshall for <br />the Lake Johanna Fire District. The Fire District is looking at converting their Fire Marshall <br />position to full-time which means thcy would sever their "job share" position with the City. The <br />issuc for tile City is two fold I) Should the position be upgraded to a full-timc position and if not <br />2) What are possible solutions for filling a half-time position which can bc problematic. <br /> <br />Current Protective Inspectiou Service Functions <br />The main Protective Inspection service functions are as follows: <br /> <br />1) Receiving and processing permit applications. Staff has attached a memorandum <br />dated July 18, 2004 from Dave Scherbel, Building Official, illustrating an eight year <br />history of permits issued, value of construction and fecs. <br /> <br />2) Plan checking <br /> <br />3) On-going inspcctions of projects <br /> <br />4) Finalizing inspections <br /> <br />5) Code enforcemcnt <br /> <br />6) Gencral service <br /> <br />For purposes of analysis, it is very difficult to justify an increased position based solely on <br />"looking at historic numbers" and comparing building activity to other cities, etc. Different types <br />of permits demand differcnt types of inspections, levels of construction complexity, reporting <br />aberrations (meaning a permit issucd at the end of a year but the inspection work happening in <br /> <br />. <br />
