(

.

e

-

Memo
City Council
2004/2005 Revised Scope of Work - Assessment Policy Task Force
page 2

wear and tear on the roads. It was indicated that a number of neighborhoods are served by three
to four different refuse haulers. Often one hauler is in the neighborhood to serve only one or two
residences, thus driving through a number of streets to get to their destination and causing the
wear and tcar to the city streets.

Sincc the Assessment Task Force worked on the assessment issues and subsequently revised the
Assessment Policy, it seems logical that they unde11ake the task of evaluating and assessing the
refuse hauler issues as lheir trucks make a significant impact on the streets.

The revisedpurpose and scope of the Task Force is proposed to be as follows:

. To study the impact of heavy duty vehicles on the city streets.
. To review serviccs provided by various haulers.
. To review their reputation and pricing structure.
. To consider contracting with a limited number of haulers to serve the entire city.
· To draft a recommendation to the Council, outlining its finding and a course of action.

The Task Force will meet as often as necessary to accomplish this task, but it is anticipated that
they may be ablc to accomplish their task in four to five meetings ovcr the period of next two
months. The outcome of their final meeting will be a recommendation to the Council for their
review and consideration.

RECOMMENDED ACTION:
Staff recommends that the Council approve the revised scope of work of the Assessment Task
Force.
