<br />Memo <br />Revised CIP/Pavement Management <br />2 <br /> <br />, <br /> <br />.. <br /> <br />. <br /> <br />DISCUSSION: <br />Staff is providing four sets of documents with this memorandum. The first document is the <br />revised Utility Rate Study. It should be noted that this is a "cash flow model". Anticipated <br />revenues and expenditures have a direct impaet on the fund balance or cash on hand at a given <br />point in time. There is a direct correlation between revenues and expenditures. For example, if <br />expenditures are adjusted while not adjusting the revenue side will result in an increase or <br />decrease in fund balance will result. Similarly, adjusting the revenue side and not adjusting the <br />expenditure side will also have an impact on the fund balance. The Council may want to eonsider <br />establishing a target cash balance amount in the utility funds. (Please refer to the attached Utility <br />Rate Study). Staff has summarized the changes to the utility rates that are proposed in this <br />document as a eover sheet to this doeument. <br /> <br />. <br /> <br />The second set of documents is the five year Preliminary 2005 - 2009 CIP spreadsheet that <br />summarizes the outlay by year and capital project. This spreadsheet, labeled, "Preliminary 2005 <br />- 2009 Five Year Capital Improvement Plan 10/11/04" provides a summary of all construction <br />projects, Technology Upgrades, Public Safety equipment, Parks & Trails improvements, and <br />Operations and Maintenance equipment. <br /> <br />The third set of documents is a spreadsheet labeled "Changes to Preliminary 2005 - 2009 CIP <br />Since 9/15/04", which captures the ehanges to the CIP document that was distributed previously. <br /> <br />The fourth set of doeuments is a detailed listing of individual projects that describe the scope of . <br />the project, including the rationale for undertaking it. Please note that there is not an attachment <br />for the Technology Upgrades as this was previously discussed. <br /> <br />It should be noted that the projects outlined in the CIP have been incorporated into the Utility <br />Rate Study and as mentioned previously, any changes to the CIP have an impact on the fund <br />balances. <br /> <br />RECOMMENDED ACTION: <br /> <br />No aetion is requested. Data is provided for informational purposes. However, if the Council is <br />comfortable with the proposed CIP, staff should be directed to finalize the document and forward <br />it to the Council for its approval. <br /> <br />. <br />
