Moore; Director of Operations & MaintenanceL~ ~..-- ~ <br /> <br />County Road E Pedestrian hnprovement Update i <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />BACKGROUND <br />Staff has held two neighborhood meetings to discuss the possibility of improving pedestrian <br />movement on the south side of County Road E, from Lindey's Park to Connelly Avenue. These <br />proposed improvements include a sidewalk system leading up to and over the County Road E <br />Bridge over TH 51, <br /> <br />NEIGHBORHOOD MEETING & PUBLIC FEEDBACK <br />A total of 250 households received meeting notices for each meeting. Of those notified, a total <br />of 29 residents attended the two meetings, 20 for the first and nine for the second. In addition, a <br />total ofthree Councilmembers and five PTRC members attended at least one of the meetings. <br /> <br />There are seven homes located on the south side of County Road E. Four of those homeowners <br />attended at least one of the meetings; the other three neither attended nor contacted staff to <br />express their opinions. Of the four household represented, three expressed opposition to the <br />sidewalk in front of their homes and one expressed support for the project. Reasons for <br />opposition were: safety issues with entering/exiting their driveways, loss of landscape, more <br />pedestrians using the sidewalk and high traffic volume on County Road E. There is a high level <br />of anger at the City in this neighborhood. This is due to a past Council decision many years ago <br />to close off a road bypass that substantially increased traffic on County Road E and thus changed <br />the quality of life of the neighborhood in a negative way. Except for the four mentioned above, <br />all residents who attended both meetings expressed support for a sidewalk to be installed on the <br />County Road E Bridge over TH 5l, Staff has also received 25 emai1s/phone ealls from residents <br />on these proposed improvements, All of these 25 contacts were in support of the sidewalk <br />component as well as sidewalk on the bridge. <br /> <br />REOUESTED COUNCIL ACTION <br />Provide future work direetion for City staff. <br /> <br />\\Earth\PR&PW\Operations & Maintcnance\County Road E Trail\Memo to Council 5-12-04.doc <br />
