~
~LLS

MEMORANDUM

.

DATE:

October l2, 2004

Agenda Item 7.A

TO:

Mayor and City Council
Peter Hellegers, City Planne~

FROM:

SUBJECT:

Planning Case #04-01
Extension for Addition "J" (also referred to as "E" North Addition)
Guidant Corporation
4100 North Hamline Avenue

Requested Action

The applicant has requested a one-year extension for the start of construction on Addition J. The
extension would be a one-year extension to currently permitted one-year time period between
approval of the Final Plan PUD and issuance ofthe Building Permit.

.

Backl!round

At the City Council meeting on February 23, 2004 the City Council unanimously approved a
Master Plan PUD Amendment and Final Plan PUD for Addition J on the Guidant Campus,
Originally, Addition J had been contemplated for the second phase of development at the
Guidant Campus. However, Guidant requested an amendment to the Master Plan to allow
Addition J to be moved up to the first phase of development and the plans showed a facility that
was about 10,000 square feet larger than anticipated in the original Master Plan PUD. Due to the
increased development in the first phase of development, the approval was contingent on fifteen
(15) conditions. Condition fourteen (14) stated that the traffic study previously approved for the
end of phase one could instead be required (at the City's option) as part of the review process for
Building K (the eight-story office building).

On September 13, 2004 City staff received a letter from Dan Riehle, Facilities Manager for
Guidant Corporation requesting an extension of one-year for the construction of Addition J.
Addition J would house research and development functions and include offices and
workstations for research and development employees. Mr. Riehle has indicated that Addition J
is a project that Guidant is committed to building and anticipates that construction would likely
begin sometime between late spring and early fall of 2005.
