Planninl! Commissioners Q&A IPoints of Discussion

_ Following are some of the questions and answers from the Planning Commission meeting
('paraphrased not direct quotes):

.

.

Safety
Q: Does nitrogen gas pose a risk of explosion?
A: No the nitrogen gas is an inert gas and does not pose a risk of explosion (applicant)
Q: How do we ensure the storage tank/distillation tower will not be a safety hazard?
A: The Fire Marshal and Building Official have reviewed the proposal and determined
that the distillation tower did not pose a safety hazard, In addition the applicant will
be required to get building/mechanical permits for the installation of the nitrogen
generation system (staff)

Noise
Q: Even though the generator noise level is less than the ambient noise level, does the
cumulative impact of adding the generator noise to the ambient noise, raise the ambient noise
level?
A: Yes it does raise the ambient noise level but not significantly, approximately 1-3 dba
(applicant)
Q: What is a typical/average residential ambient noise level?
A: Approximately 55 dba in a metro area (applicant)
Q: Is the noise from the generator constant or does it cycle on and off?
A: The system would run constantly and the noise level would be consistent (applicant),

Aesthetics
Q: Why is the storage tank/distillation tower 50 feet in height, couldn't it be placed on its side or
a few smaller storage tanks used instead?
A: The contractor indicated that 50 foot height was necessary for the distillation process
and due to this being a high purity system (applicant)
Q: Has the applicant looked into sinking the storage tank/distillation tower into the ground to
lower the profile?
A: We had the contractor look into this but sinking the distillation tower presented some
maintenance issues [i.e, would need to have ability to access the lower part of the
distillation tower so would need to an area that would sit even lower for the workers
to access the distillation tower] so this was not favored by the contractor (applicant)

Resident Comments

There was no one that attended the Planning Commission meeting speaking in opposition to the
planning case, However, staff received a voice mail from Kay Stahley, 1551 Arden View Drive,
who stated she was opposed to the installation of the nitrogen generator and storage
tank/distillation tower.

\\Earih\Planning\Planning Cascs\2Q04\04-18 Guidant PUD Amendment Nitrogen GeneLdtor (PENDING)\l 0-25-04 CC Report Guidant Nitrogen
Generator.doc

Page 2 of3
