<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~HILLS <br /> <br />DRAFT <br />CITY OF ARDEN HILLS, MINNESOTA <br />SPECIAL CITY COUNCIL WORK SESSION <br />OCTOBER 12, 2004, 9:35 P.M. <br />CITY HALL COUNCIL CHAMBERS, 1245 WEST HIGHWAY 96 <br /> <br />Meeting called to order at 9:35 p.m. <br /> <br />Those in attendance: Mayor Aplikowski, Councilmembers Grant, Larson and Holden. <br /> <br />Staff: Michelle Wolfe, City Administrator; Scott Clark, Community Development Director; and <br />Jerry Filla, City Attorney. <br /> <br />CRR, Inc. Representation: Bart Rhehbein and Jeff Knutson, Rheinbein and Associates; Collin <br />Barr, Ryan Companies; John Shardlow, DSU. <br /> <br />The first item of business was thc review of the draft Framework Plan. The development team <br />was encouraged to give comments so these could be shared with the Master Planning Advisory <br />Panel. Mr. Shardlow asked if another presentation ofthe Plan should be made and it was decided <br />that it was not necessary. Mr. Shardlow did point out that there is a 60 acre deficiency in the Plan <br />and that a boundary survey will be needed to determine where the shortfall lies. <br /> <br />Mr. Barr, representing CRR's portion, stated that their concerns were: <br />The ratio of tax generating acreage to other parcels created a Plan that could be <br />economically unfeasible. To gain an understanding of this he passed out a matrix, <br />dated October 12, 2004, showing other major twin cities development/redevelopment <br />projects and their ratios. <br />Additional characterization may cause changing of some land uses. <br />The Council asked about phasing. Mr. Shardlow and CRR responded that a key part <br />of phasing is that the major north/south roadway and some of the physical design <br />attributes may have to be constructed ahead of actual development causing additional <br />project cost. Some of the other issues that will have to be addressed are how <br />demolition is staged, which lands uses to market first, etc. Also, the issue of LRT to <br />the site can be flexible. <br /> <br />Mr. Shardlow's next step will be the completion of Phase 3. He stated that it was important to <br />complete this Plan which creates the vision. He also stated that MnDOT views this Plan as <br />workable. <br /> <br />Councilmember Larson liked the Plan as a vision. Councilmember Holden had concerns if the <br />Plan was affordable, especially since the costs of clean-up have not been finalized. <br />
