Review and Comment. Review and comment on drafts of <br />the City's Comprehensive Plan Amendment and <br />Infrastructure Plans as well as the City's economic impact <br />study relative to possible infrastructure financing. <br /> <br />2. City Oblil!:ations. The City shall accomplish the following tasks: <br /> <br />a. <br /> <br />Planninl!: Consultant. City shall prepare an RFQ and retain a <br />planning consultant who shall prepare a Comprehensive Plan <br />Amendment and Infrastructure Plan for the TCAAP Site to <br />include the following elements: <br /> <br />(~ <br /> <br />(I) Official Controls, Design Guidelines, and related <br />regulatory changes to ensure implementation of the <br />Comprehensive Plan Amendment. <br /> <br />(2) Transportation analysis and study. <br /> <br />(3) Preliminary layout of infrastructure (street, sewer, <br />water, and storm water). <br /> <br />b. Financial Consultant. Retain financial consultant to provide <br />an economic impact study for the construction and payment <br />of public infrastructure improvements for the AH Reuse Area. <br /> <br />c. Comprehensive Plan Amendment. Submit Comprehensive <br />Plan Amendment to Metropolitan Council for review and <br />approval. <br /> <br />d. <br /> <br />Public Input. Retain the University of Minnesota Design <br />Center for the American Urban Landscape to conduct <br />community meetings regarding the reuse of the AH Reuse <br />Area. <br /> <br />. <br /> <br />5 <br />
