<br />"-. <br /> <br />~ <br />~HILLS <br /> <br />\ <br /> <br />. <br /> <br />MEMQRANDUM <br /> <br />DATE: <br />TO: <br />FRQM: <br />SUBJECT: <br /> <br />November 22,2004 <br /> <br />AGENDA ITEM: 7C <br /> <br />Mayor and City Council I~ .1. l~ <br />Michelle Wolfe, City Administrator w.v""- <br />County Road E Bridge Enhancement and Sidewalk Project <br /> <br />The City Council has had multiple meetings and discussions regarding the County Road E <br />Bridge Enhancement and Sidewalk Project. This has included neighborhood meetings, work <br />sessions, and Council meetings. It is now necessary to make a decision regarding the <br />construction of the sidewalk on the bridge. This is decision is needed so that we can provide that <br />information to MnDOT as part of our application for Cooperative Agreement Program funding. <br /> <br />Specifically, the. City Council needs to decide on which side of the bridge to construct the . <br />sidewalk (north Or south). Then, the City Council may also choose to determine whether or not <br />to proceed with cpnstruction of a sidewalk west of the bridge to Old Snelling, <br /> <br />At the N ovember:l5 Work Session, Council was presented with additional information regarding <br />the project, including: <br />1, Accident data from Ramsey County Sheriffs Department <br />2. Traffic Engineering Review by URS <br />3. Pros and Cons of North Side vs, South side by URS <br />4. Traffic Engineering comments from Ramsey County <br />After discussiontegarding this information, it was noted that the item would be placed on the <br />November 29 agenda for action. Council indicated that no additional information was needed. <br />A letter has been 'sent notifying the neighborhood about this meeting. We have received some e- <br />mails and messages from residents with their comments. We will forward those to you. <br /> <br />In discussions with the traffic engineers regarding safety, they indicated that basically it would <br />be safer to not have pedestrians cross at the freeway ramps. The degree of increased safety, <br />however, may be'marginal to significant, depending on other information that we really do not <br />have, such as number of pedestrians and final destinations. <br /> <br />ACTIONS REQUIRED <br /> <br />1. By motiop., indicate whether to build the sidewalk on the north or south side of the bridge . <br />and authorize staff to notify MnDOT of that decision, <br />
