ARDEN HILLS CITY COUNCIL WORKSESSION October 18,2004 9 Community Development Director Clark noted that the problem with requests for proposals is that it may take up to 9 months or longer before the project can begin and that small single site requests usually do not solicit solid proposals. Clark stated that he will have an appraisal done on the property to determine its market value. TCAAP Interim Agreement Community Development Director Clark passed out a copy of the proposed TCAAP interim agreement for City Council's review. The developer has already reviewed and agreed to the proposed agreement extension language. The original development agreement expires on November 8th. Mayor Aplikowski alillouneed to the City Council that they should contact staff members if they have any problems with the proposed agreement before next Monday's City Council meeting. Couneilmember Grant was wondering what staff thought about the proposed extension. Community Development Director Clark believes that the proposed agreement will keep the project alive for the next 6 months. Essentially, the 6 month extension gives us extra time to create a funding plan. Mayor Applikowski noted that the City should not move forward with the CRR agreement if we do not want to be a part of this agreement. Couneilmember Rem wondered why the Economic Development Commission (EDC) is reviewing the funding options for TCAAP and not the City Council. Community Development Director Clark stated that the EDC will be asked to investigate potential funding options f()r the TCAAP site. The original plan is to have the EDC spend a minimum of 12 hours researching this project. If would be difficult for City Council members to arrange 12 hours of their time to review this part of the project. The EDC is being utilized to complete the ground work for the City Council. The Economic Development Commission will review thc following issues: . Potential Funding Options; . Review Similar Projects; . Review the Different Rangcs of Financial Assistance Available; . Review the Potential Impact on Arden Hills, Couneilmembers are always welcome to attend the EDC meetings. Mayor Aplikowski mentioned that there are numerous funding sources available for these types of projects. Members of the City Council agreed to discuss the six month extension of the TCAAP intcrim agreement at the next City Council meeting.
