,

~
~HILLS

MEMORANDUM

.

DATE:

November 29,2004

Agenda Item 3.B.

TO:

Honorable Mayor and City Council Members
Michelle A. Wolfe, City Administrator

Schawn P. Johnson, Assistant to the City Administrator:s6

FROM:

SUBJECT:

Approval of2005 Fee Schedule

Background:
Thc City Council annually establishes a fee schedule for administrative, building construction,
liquor licensing, copying of maps and ordinances, park and recreation facility usage, planning .
and zoning, utilities, business licenses, false alarms and other misccllaneous permits and
penalties that are provided by the City.

Recently City staff members were asked to review the proposed fee schedule for 2005. The
proposed fcc schedule for 2005 has been increased by 2.5% to cover administrative and
inflationary costs. According to Minnesota State Statutes (MS 462.35 Subd 4 and MS 462.352
Subd. 15), the City has the authority to impose fees to defray costs incurred in order to review
applications and permits. Also, the City is required by State law to adopt a fee schedule if it
collects more than $5,000 annually in revenue.

The liccnse fees were last reviewed and adjusted in 2003. The fees charged are to cover staff
time spent reviewing, processing, and performing record checks for the license or permit
applicants. Staff has made some minor adjustments to planning and zoning and
solicitors/peddlers/transient permit section of the fee schedule for 2005.

All proposed changes to the 2005 Fee Schedule are identified in red lettering.

REQUESTED ACTION
Approve Appendix "A" of the Municipal Code containing the Fee Schedule for the 2005
Calcndar Year

.
