<br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />. <br /> <br />DATE: <br /> <br />December 13, 2004 <br /> <br />Agenda Item 3.H <br /> <br />TO: <br /> <br />Mayor and Council <br /> <br />Peter Hellegers, City Planne@ <br />2005 Residential Curbside Recycling Program Service Fee <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Overview <br /> <br />The City of Arden Hills participates in a Joint Powers Agreement with Ramsey County to collect <br />fees necessary to cover the City's recycling program. Each year the City of Arden Hills is <br />required to set a Residential Curbside Recycling Service Fee which the County will collect, on <br />behalf of the City, through property taxes. As payment for the County's actual costs of <br />administering the City's recycling service charge, the City is charged $.40 per parcel per year. <br /> <br />Discussion <br /> <br />. <br /> <br />In order to recover our total recycling costs, the current recycling fees of $24.50 per residential <br />property are inadequate. Based on anticipated costs for 2005, it will be necessary for the City to <br />increase the Residential Curbside Recycling Service Fee by $1.75 for a new total of $26.25 per <br />property. This fee includes recovering those costs associated with payment to Ramsey County <br />for administering the City's recycling service charge. <br /> <br />The City of Arden Hills receives roughly 20% of the funding for its recycling program from <br />Ramsey County Recycling SCORE grants. The balance of the frmding is collected from <br />residents through the Curbside Recycling Service Fee. Our in-house administrative costs are <br />expected to increase slightly over last year's budgeted figures. In addition, this year's budget <br />more accurately accounts for the City's actual payments to E-Z Recycling for recycling <br />collection and Ramsey County for administering the recycling service charge. Anticipated <br />Recycling Fund expenditures of $80,425.00 in the proposed 2005 budget include the <br />aforementioned increase.
