J J ~'CJ #.1 4.0 RECOMMENDATIONS Based on the survey of 1450 County Road G West conducted on November 18, 2004, DPRA makes the following recommendations: 4.1 Asbestos This survey was conducted to locate asbestos-containing materials that must legally be removed prior to demolition of the building. Regulations require that all ACM which are friable or will become friable during demolition must be removed from the building prior to demolition by a licensed asbestos abatement contractor. ACM does not need to be removed prior to demolition if it meets one of the following criteria: (a) it is a Category I non friable ACM that is not made friable during the demolition process; (b) it is a component that is encased in concrete or other similarly hard material and is adequately wet whenever exposed during demolition; (c) it was not accessible for testing and therefore was not discovered until after demolition began and, as a result of the demolition, cannot be safely removed; or (d) it is a Category II nonfriable ACM and the probability is minimal that the material will become crumbled, pulverized, or reduced to powder during demolition. If ACM is not removed because of safety reasons, the exposed RACM and any asbestos-contaiuing debris must be treated as asbestos-contaiuing waste material and kept adequately wet at all times until disposed, The following materials must be removed from the building on the subject property prior to demolition: Interior window glazing Interior mesh window glazing Sink coating The following asbestos-containing materials may be left in place during demolition provided that they are kept wet whenever they become exposed during demolition. Venniculite If the vermiculite is left in place, then the demolition debris from the north section of the building must be treated as asbestos containing and disposed of at a proper landfill that accepts asbestos-containing demolition debris. 4.2 PCB-Containing Equipment The air compressor and ballasts should be removed prior to demolition. The ballasts should be inspected to determine if they are labeled "No PCBs". Any ballast which is not labeled "No PCBs" should be assumed to contain PCBs.
