<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />AGENDA ITEM: 2B <br /> <br />December 15,2004 <br /> <br />TO: Mayor and City Council <br />Michelle Wolfe, City Administrator <br /> <br />FROM: Scott Clark, Community Development Director <br /> <br />SUBJECT: Ehlers & Associates Economic Development Financing Presentation <br /> <br />Over the past two months, the Economic Development Commission (EDC) has been studying <br />the policy question of "Does the TCAAP project need economic development assistance, and if <br />so, what type of issues does this raise for the community?" To date, the EDC has had an <br />orientation session on the tools of economic development, presentations on redevelopment in St. <br />Anthony and Burnsville and a discussion on how a third party will review a developer's pro <br />fonna to detennine appropriate assistance. <br /> <br />At this work session Stacie Kvilvang, Ehlers and Associates, will be presenting the "tools of <br />economic development financing" that was given to the EDC in October. This presentation will <br />discuss all aspects of public financing, (tax increment, tax abatement, assessments, special <br />districts, special legislation, etc,) This information will serve as a foundation for the advisory <br />policy considerations that will ultimately be given to the Council by the EDC. Ms. Kvilvang will <br />provide a comprehensive information package at the meeting and will go through it step by step. <br />Based on the reaction by the EDC, this presentation is not only valuable from a technical <br />standpoint, but also helps create a venue to understand the TCAAP project from a multiplicity of <br />perspectives, e.g. how the TCAAP can assist the community as opposed to the TCAAP project <br />being a financial negative to the community. <br /> <br />If the Council has any specific economic development questions that they want raised at this <br />session, please call or e-mail me on Monday so Stacie and/or I can get information ready for a <br />reply. <br /> <br />l\EarthlPlanninglMisc FileslEDClcc workshp 12 20 04.doc <br />
