<br />. <br /> <br />. <br /> <br />2. The Coalition Growth Scenario suggests that there is more room for <br />growth with fewer impacts than is envisioned in the Metropolitan Council's <br />Development Framework. <br />3. This Scenario finding suggests the need to plan for this growth since it <br />appears to be a matter of when the growth occurs, not if. <br /> <br />The current draft Transportation Policy Plan being considered by the <br />Metropolitan Council does not provide for capacity improvements on 1-35W by <br />including the corridor in the "Expansion" category of planned improvements, That <br />means that only spot projects on 1-35W such as individual interchange <br />reconstructions can be incorporated in the "Management" category. Projects in <br />the Management category area much more speculative and none are known to <br />be included in the yet to be published draft of the Mn/DOT Metro Division <br />Transportation System Plan that will be incorporated in the final TPP. <br /> <br />This conundrum leaves the Coalition communities and Anoka and Ramsey <br />Counties to design individual projects without knowing what the long range <br />design will be for 1-35W, Also not known is whether "Innovative Financing" <br />options, also known as Toll Roads, will be feasible in the Corridor. Ongoing <br />"MNPASS" study results will not be known until the Spring of 2005. At that time it <br />will be up to private' sector vendors to make a project proposal specific to the i- <br />35W corridor if feasibility analyses warrant that action. <br /> <br />. RECOMMENDED ACTIONS: <br /> <br />1. Monitor MnlDOT and Legislative action regarding various Toll facility <br />options. <br /> <br />2. Advocate for changes in the Metro Council's TPP and TIP to advance <br />opportunities for funding of system design and environmental studies <br />needed to advance construction of improved capacity in the Corridor. <br /> <br />3. Advocate for inclusion of planning and construction projects in the <br />Mn/DOT TSP for the 1-35W Corridor. <br /> <br />4. Actively support efforts at the Legislature to increase funding for highway <br />and transit service improvements. <br /> <br />5.
