.

.

.

~
~~HILLS

MEMORANDUM

DATE:

Work Session

January 5, 2005

TO: Mayor and City Council
Michelle Wolfe, City Administrator

FROM: Scott Clark, Community Development Director

SUBJECT: TCAAP Status Report

Staff and the development team met with the GSA on December 20, 2004 to start the negotiation
process. In addition to this, staff will be having a telephone conference with the Army, GSA and
the regulators on January 6, 2005. Staff will present to the Council discussions to date and will
also review the attached TCAAP schedule. The opcrating assumption of the schedule is a target
date for the signing of a purchase agreement by June I, 2005. This schedule implies that the
TCAAP decision making process will be greatly accelerated. Some of the discussion questions
include: I) Does the Council agree with the schedule and the commitments that it makes for
future Council decisions, 2) Who will represent the City as part of the "development team"
negotiations with the GSA and 3) Key questions that the Council wants the EDC to address in
their review of financial participation.

\\Earth\Planning\Misc Files\TCAAP\Work Session Memo 1-5-04.doc
