<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JUNE 27, 2005 <br /> <br />6 <br /> <br />. <br /> <br />Mayor Aplikowski stated if they were being required to use something other than efface, Council <br />needed to specifically state what type of material they needed to use. <br /> <br />Councilmember Larson stated the City had established a standard and it needed to be adhered to. <br />He indicated they needed to enforce their standards. <br /> <br />Mayor Aplikowski stated if Councilmember Larson wanted them to use a different material, he <br />had to state what kind of material should be used. Council member Larson stated he did not <br />want to limit the developer to specific materials, but rather give them flexibility to work with staff <br />on a material that would work better. <br /> <br />Mayor Aplikowski stated she did not understand the efface criteria because it was a useful <br />building material in small amounts. <br /> <br />Mr. Sacco stated they had worked hard on this site plan and the landscaping had been the main <br />issue, which they had worked with staff to add the additional landscaping. He indicated he was <br />not even sure the building would be seen from the road because of the additional landscaping <br />being required. He asked Council take that into consideration. Hc asked if Council wanted a <br />different building material, could they cut back on some of the landscaping. He noted the <br />landscaping was an amazing amount of money. He stated there was a small amount of efface <br />being used on the building and he believed the additional landscaping was a good compromise. . <br /> <br />Councilmember Grant asked if this was the same design being used in other communities. Mr. <br />Sacco stated this was the same design as used in Shakopee and Chaska. <br /> <br />Councilmember Grant asked if applicant anticipated larger trucks using this facility. Mr. Sacco <br />stated they had no interest in servicing large diesel trucks, but they would serve the smaller trucks, <br />such as FedEx and UPS trucks, as well as residential diesel cars and trucks. <br /> <br />Councilmember Grant stated he would not want the City Forester to require that a healthy tree <br />remain because not all healthy trees are attractive. He stated he wanted to change requirement 2 <br />to read: "To save as many existing quality, well placed, and healthy trees as possible." <br /> <br />MOTION: Councilmember Grant moved and Mayor Aplikowski seconded a motion to <br />approve Planning Case 05-13: Holiday Station Stores, Inc. with the recommended <br />revised conditions of approval, with a change to item 2 to read: "save as many <br />existing, well placed, and healthy trees as possible". <br /> <br />Councilmember Holden asked ifit was the City's rcquirement for the caliper inches for the trees. <br />Mr. Hellegers replied the City wanted additional landscaping to ensure that the lighting would <br />not have a negative impact to the residential properties. He stated the lighting was not an issue <br />however. <br /> <br />. <br /> <br />Councilmember Holden stated if the lighting already met the Codes and with the additional <br />landscaping, she had a concern that the building would not be seen from the road.
