City of Arden Hills, Minnesota Parks and Recreation Tobacco-Free Parks and Trails Policy . Policy Statement: Tbe City of Arden Hills is committed to tbe quality of life for all residents of tbe city; tberefore, we believe tbat: I. Tobacco product use in tbe proximity of children, youtb and adults engaging in or watcbing recreational activities is unhealtby and detrimental to tbe bealth of others. 2. Tobacco products once consumed in public spaces arc often discarded on the ground, posing a risk of ingestion to young children and animals and cause a litter problem requiring additional maintenance expense. 3, As parents, coaches, and leaders we are role models, and the use of tobacco products around youth has a negative effect on their lifestyle choices. 4. The prohibition of tobacco use at the City's recreational facilities serves to protect the bealth, safety and welfare of the citizens of Arden Hills. Tobacco-Free Park Policv: . The Arden Hills City Council finds that the use of tobacco products in city recreational facilities, whicb include all city parks and trails, is detrimental to tbe health, safety and welfare oftbe citizens of Arden Hills, No person sball use tobacco products on city-owned -Bfukland,Jlark facilities. open snace, or trails, except within the confines of a vehicle in a d~~gnated jJiuking area or an adjacent public street, This policy will become effective immediately upon the date of adoption by tbe City Council, Compliance Procedures: Emphasis on enforcing the Tobacco-Free Park Policy will be through voluntary compliance, and will include: L Appropriate city-owned parkland, park facilities, open space, and trails will be sign ed, 2, City staff will meet with activity organizations, group leaders and coacbes to discuss tbe policy and to distribute flyers witb the Tobacco-I1ree Park Policy, as well as notify residence tbrough the local media and tbe City newsletter. 3. City staff will make periodic observations of activity sites to monitor compliance. 4, Atbletic associations aud groups tbat utilize City-owned facilities must commit to enforcing this policy during all scbeduled activities, .
