<br />PCI Ratings for City Streets <br />May 12,2005 <br />Page 2 of2 <br /> <br />. <br /> <br />At this time, we are recommending that we proceed with this proposal per the Joint Powers <br />Agreement (JPA) attached. City Attorney's for both cities have reviewed the document. In <br />developing the JP A, we feel we have reviewed the issues pertinent to the success of this <br />partnership. A job description (attached) has been prepared. In addition, a salary range has been <br />proposed. City of Roseville has evaluated the position and feels the appropriate salary range <br />would be $45,801-$62,558. This is actually very close to where we had evaluated the position of <br />Civil Engineer, which was $46,900 - $62,900. <br /> <br />I believe that this is a very promising venture that will provide many of the benefits of a staff <br />engineer, at the same cost, while providing us more flexibility and access to other engineering <br />expertise and GIS assistance. Both cities ackuowledge that we may need to revisit the agreement <br />after the first year, in order to determine if changes are necessary. I believe the compensation <br />arrangement proposed is quite reasonable and fair. If approved at the end of September, we <br />would begin recruitment and hopefully have someone on board at the beginning 01'2006. <br /> <br />CONCLUSION <br /> <br />If Council is comfortable with the JP A as presented, we would like to bring it to the September <br />28 meeting for approval.
