<br />Notice <br /> <br />Notice was published in the Arden Hills/Shoreview Bulletin on Wednesday, January 19, 2005 . <br />and notice was prepared by the City and mailed to residents within three-hundred fifty (350) feet <br />of the subject property. <br /> <br />Overview <br /> <br />The St. Paul Lodge #2 - l.O.O.F, also known as the "Oddfellow's Lodge", would be considered <br />a Club or Lodge (non-profit) under the Arden Hills Zoning Ordinance and as such would be <br />considered a non-conforming use in the R-2 Single and Two Family Zoning District. However, <br />the Oddfellow's Lodge was granted a Special Use Permit in 1970 to tear down the existing lodge <br />hall (that had been in existence prior to any Arden Hills Zoning Ordinance) and construct a new <br />lodge hall subject to seven conditions of approval. The legal description in the Special Use <br />Permit (SUP) only covers the west property (not Lots I, 2, and 3; Block 3, Lake Josephine <br />Villas), however the site plans at the time showed the parking area for the Oddfellow's Lodge <br />covering the three eastern lots (see the map titled "Old Parking Area" in attachment 4a-2). <br />Oddfe!low's Lodge remains the fee owner of all four properties and due to decreasing <br />membership and increasing costs, the Oddfellow's Lodge would like to sell the three Lake <br />Josephine Villas lots as one buildable lot. However, the SUP would need to be amended <br />removing it from the three Lake Josephine Villas lots and the Lake Josephine Villas lots sold and <br />replatted to allow construction on those lots. <br /> <br />Site Plan Review <br /> <br />. <br /> <br />The following analysis highlights some of the changes proposed in the Special Use Permit <br />Amendment. <br /> <br />1. Zoning - Legally non-conforming use operating under Special Use Permit # 70-36. <br /> <br />The St. Paul Lodge #2 - I.O.O.F, also known as the "Oddfellow's Lodge", is considered a <br />Club or Lodge (non-profit) under the Arden Hills Zoning Ordinance and as such would be <br />considered a non-conforming use in the R-2 Single and Two Family Zoning District. <br />However, the Oddfellow's Lodge was granted a Special Use Permit in 1970 which allows the <br />use to operate at its present location subject to seven conditions of approval. Condition (a) <br />states that the site and landscape plans approved by the City would be adhered to and <br />completed prior to the occupancy of the building. Since the site and landscape plans would <br />be altered by the change to the parking lot, a SUP amendment is required. <br /> <br />2. Lot Coverage - Code Requirement Met <br /> <br />The R-2: Single and Two Family Residential District requires that no more than 25% of the <br />lot be covered by structure. The proposed SUP Amendment would not add any square feet <br />of structure to this lot.
