<br />" <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />PLANNING COMMISSION RESOLUTION RECOMMENDING <br />ADOPTON OF THE TWIN CITIES ARMY AMMUNITION PLANT <br />FRAMEWORK PLAN DATED JANUARY 13, 2005 <br /> <br />WHEREAS, the City of Arden Hills continues to work towards the goal of fully <br />redeveloping the Twin Cities Army Ammunition Plant (TCAAP) excess area, and <br /> <br />WHEREAS, a significant part of the process is the adoption of land use plans and related <br />documents illustrating the proposed end uses, and <br /> <br />WHEREAS, the City contracted services to develop a Master Framework Plan which <br />was developed in conjunction with a Master Advisory Panel that represented both interests <br />internal and external to the City of Arden Hills, and <br /> <br />WHEREAS, the City of Arden Hills developed goals and visions for the TCAAP project <br />memorialized in a document dated January 24, 2005, and <br /> <br />WHEREAS, the purpose of the TCAAP Master Framework Plan is to: <br /> <br />Provide a conceptual plan that illustrates the community and developer's current <br />project expectations; <br /> <br />Establish a blueprint that can be used by the City, developer and General Service <br />Administration for financial analysis, pro-forma preparation and negotiations; <br /> <br />Create a foundation for the Comprehensive Pan amendment and the <br />environmental review process; <br /> <br />Maintain a record of decisions made as part ofthe Phase I, II and III planning <br />process; <br /> <br />Establish and illustrate the City's official vision for the TCAAP Property, and <br /> <br />WHEREAS, it is understood that the TCAAP Framework Plan will change from time to <br />time as various land use decisions, such as transportation accesses and information developed <br />through environmental review, will necessitate modifications, and <br /> <br />WHEREAS, ofthe many remaining transportation issues, the most problematic and <br />subject to change is the north/south collector road running from the current 1-35W interchange of <br />County Road H to County Road I, and <br /> <br />WHEREAS, construction of this collector is conditioned upon the successful <br />reconfiguration of the aforementioned two interchanges, and <br /> <br />WHEREAS, the second major transportation issue is access to the area illustrated as <br />"Sports Facility" as this portion of the excess property effectively has no access, and <br /> <br />WHEREAS, the City by means of this resolution memorializes that the north south <br />connector road, accessing at some point onto County Road I, may have to be reinvestigated, and <br />
