<br />. <br /> <br />. <br /> <br />. <br /> <br />Exhibit A <br /> <br />VISION AND GOALS <br />Arsenal Reuse <br /> <br />City Council Approval Version <br />January 26, 2004 <br /> <br />DEFINITIONS: <br /> <br />ARSENAL - The entire property formerly referred to as the Twin Cities Army Ammunitions <br />Plant in Arden Hills. The property is generally located north of Highway 96, <br />northwest of Highway 10, east ofInterstate 35W, south of County Road I, and west of <br />Lexington A venue. As outlined in Exhibit A, different portions of the property are <br />currently under different ownership and I or management. Generally, these include <br />the following: <br /> <br />L Twin Cities Army Ammunition Plant (TCAAP): This portion of the Arsenal is <br />currently under the ownership and management ofthe United States Army. The <br />terms "TCAAP" and "TCAAP Excess Property" are synonymous as they refer to <br />the same geographic area. <br /> <br />2. Arden Hills Army Training Site (AHA TS): This portion ofthe Arsenal is owned <br />by the United States Army. The property is licensed to the Minnesota Army <br />National Guard from the United States Army for use as the Arden Hills Army <br />Training Site. <br /> <br />3. Other Interests: In addition to the above, there are a number of other entities that <br />utilize the site. Both Alliant Tech Systems and the United States Army Reserve <br />utilize select buildings within the Twin Cities Army Ammunition Plant. The <br />United States Army Reserve operations currently located within the TCAAP will <br />potentially be transferred to the Arden Hills Army Training Site. As outlined on <br />ExhibitA, the most likely location is directly to the north of their existing facility <br />at the intersection of Lexington Avenue and Highway 96. Arden Hills City Hall <br />and the Ramsey County Public WorkslPartners Facility are located south of the <br />AHATS property. <br /> <br />TCAAP EXCESS PROPERTY - The 774 acres ofthc TCAAP site which are being considered <br />for transfer by the Army. The terms "TCAAP" and "TCAAP Excess Property" are <br />synonymous as they refer to the same geographic area. <br /> <br />A VISION FOR THE FUTURE OF THE ARSENAL IN ARDEN HILLS: <br /> <br />The redevelopment of the Arsenal, particularly the TCAAP Excess Property, will both <br />harmoniously expand and strategically complement and enhance the Arden Hills' community <br />and region, by building on the legacy and foundation of the Vento Re-use Master Plan, the <br />TCAAP Framework Plan, the Arden Hills Comprehensive Plan, and related documents. <br />
