To accommodate the significant demands on the regional transportation system that <br />reuse of the Arsenal will generate. To work with leaders from all levels of government to <br />support improvements to the regional transportation system that are necessary to <br />overcome existing deficiencies and serve the needs of new development <br /> <br />2. To balance the need to provide effective levels of access and transportation service to the <br />Arsenal, with the needs of the surrounding communities. <br /> <br />3. To provide excellent north-south movement to serve the reuse of the Arsenal and the best <br />available east-west movement via the local street system, given the site's constraints. <br /> <br />4. To carefully evaluate the transportation improvements to serve the Arsenal in the context <br />of the surrounding local and regional roadway network and to make strategic linkages to <br />these networks. <br /> <br />. <br /> <br />Environment: <br /> <br />1. To make the reuse of the Arsenal a tangible means by which several decades of pollution <br />can be remediated. <br /> <br />2. To transform the existing land use and development pattern at the Arsenal, with a <br />particular emphasis on the TCAAP Excess Property, and reclaim impervious surfaces and <br />reestablishing natural environmental systems. <br /> <br />3. To make a significant commitment to establishing a healthy urban forest within the <br />Arsenal, focusing on the TCAAP Excess Property, and to establishing and conserving <br />more natural drainage systems and wildlife habitat <br /> <br />4. To emulate the best available models for the environmental transformation of other <br />brownfield properties in the Reuse Master Plan.. <br /> <br />5. To conserve and enhance protection of the Arsenal site's unique wildlife and plant <br />species, surface water and wetland resources, and other unique topographic features. <br /> <br />6. To ensure that if a north-south roadway is determined to be necessary for the successful <br />reuse of the Arsenal, then that roadway will be designed and constructed in an <br />ecologically sensitive manner and provide for adequate movement of wildlife through the . <br />wildlife corridor. <br /> <br />4 <br />
