<br />. <br /> <br />Description of Request (attachment to 2004 Land Use Application) <br />Revised December 29,2004 <br /> <br />Summary <br /> <br />Ramsey County requests approval of a used oil collection facility and a seasonal household <br />hazardous waste collection site at the new Public Works facility in Arden Hills. Both economic <br />and environmental benefits to County residcnts will result from the combined used oil and <br />seasonal HHW facility. The proposed facility would be consistent with the functions and <br />operations of the existing Public Works facility. The site plan and operations of the proposed <br />facility are appropriate to the site, neighborhood and surrounding land use. [nformation in support <br />of this request is provided below for the City's consideration, including additional information <br />requested by the Planning Commission at its December 1,2004 mccting <br /> <br />Background <br /> <br />. <br /> <br />Public Works has operated a public uscd oil and filter collection facility at its former Shoreview <br />location for many years. The Department of Public Health is seeking to construct a new seasonal <br />collection site for household hazardous waste (HHW) collocated with the Public Works' proposed <br />used oil and oil filter collection facility. This seasonal HHW site would replace the seasonal site <br />currently located in the parking lot of the Ramsey County ice arena in Shoreview (Victoria St. at <br />Hwy. 96), which has been in service since 2000. That site was installed to provide convenient <br />HHW services to residents of northwestern Ramsey County following the closure of the Mounds <br />View year-round HHW facility that accompanied the County Board's selection of Bay West, Inc. <br />as HHW vendor in late 1999. The year-round HHW facility is now located at Bay West's <br />corporate headquarters at 5 Empire Drive in St. Paul. <br /> <br />The current used oil collection facility provides several benefits: 1) lt reduces the amount of used <br />oil that is collected at the County's Household Hazardous Waste (HHW) collection sites, and is a <br />less expensive way to manage used oil generated by the public. The previous facility collected <br />more than 40,000 gallons of used oil annually. 2) The facility is part of the County's National <br />Pollution Discharge Elimination System (NPDES) permit storm water pollution prevention <br />program to reduce illegal dumping into its storm sewer system. 3) The facility benefits citizens by <br />providing a reliable used oil and filter disposal location at no cost to the user. <br /> <br />The Shoreview HHW seasonal collection site has so far fulfilled its goal to provide convenient <br />HHW services to residents of northwestern Ramsey County, having served over 9, I 00 households <br />during the lour years since opening. The site opcrates in accordance with a conditional use permit <br />granted by the City of Shore view. That pernlit expires in June of2005, and includes a condition <br />stating that "lfthe County relocates their Public Works facility to the Twin Cities Army <br />Ammunition Plant (TCAAP) property in Arden Hills, the household hazardous waste facility shall <br />be moved to that site." <br /> <br />The St. Paul-Ramsey County Department of Public Health completed its ninth recycling survey <br />during July and August 2004. The 10-minute telephone survey included 600 residents from <br />Ramsey County (4% margin of enor). The survey results showed use of HHW sites increased <br />. from 1999 to 2004, with 56% of respondcnts in 2004 reporting use of a site. <br /> <br />1 <br />
