The County Sheriffs Patrol Station is co-located with <br />the Public Works facility and patrolling deputies provide a general security prcsence in the area of <br />the station and the refucling station at all times of the day. The County would evaluate the need <br />for increased patrols should unexpected security problems devclop. The Public Works facility also <br />has an existing security camera lor the refueling area and system capacity to add additional <br />cameras. The County would evaluate the need to add an additional security camera for the used oil <br />collection arca, and would, at a minimum, install any required connections to the system to <br />accommodate a future camera at the timc of construction. The proposal also includes the addition <br />of a light pole and fixture. Continuous lighting would be provided inside of the oil collection <br />structure. <br /> <br />The proposed uscd oil and filter collection facility would consist of an underground 4,000-gallon <br />double-wall fiberglass tank with all monitoring equipment (e.g. leak dctection) required by law <br />and a structure housing the used oil and filter collection area. The structure would have a <br />concrcte floor, and contain a "sink" for emptying used oil containers into the tank with spill <br />containment, and floor space for approximately six 55-gallon metal drums for used oil filters. A <br />secure storage area would be included within the structure for temporary collection of any <br />household hazardous waste materials left inappropriately at the used oil collection facility. A <br />dumpster for cmpty oil containers would be spotted next to the structure. Fence screening will be <br />provided for the dumpster. The used oil collection tank and used oil filter containers would be <br />emptied by a commcrcial vendor as needed and the dumpster emptied on a regular schedule. <br />Public Works staff would provide daily site maintenance. <br /> <br />The used oil collection structure would be 10 foot by 20 foot in size and have walls on all sides to <br />minimize exposure to precipitation. The concrete pad would be 10 foot by 30 foot to <br />accommodate the used oil collection structure and a 10 foot by 10 foot dumpster pad area. A two- <br />foot roof overhang would be present on all four sides. The side facing thc Public Works main <br />facility (side away from Ben Franklin Avenue) would have a 9-foot wide overhead door and a 3 <br />foot wide steel service door. The overhead door would be open continuously for residents to <br />access the oil disposal spout and used oil ftIter drums. The overhead door would be lockable <br />should the need arise to close thc oil collection facility. The service door would access the <br />temporary household hazardous waste storage area and would be locked at all times. <br /> <br />The County is requesting for the used oil collection structure a variance to the material <br />requirement for the Civic Center District, which identifies the use of metal for trim only. The size <br />and function of the structure appear to be consistent with a metal structure (including sides and <br />roof). In response to discussion from thc December I Planning Commission meeting, the County <br />proposes to improve the aesthetic appearance of the building by adding Wainscoting (to a height <br />of about 3.5 feet) consisting of mortar less brick on each side of the structure. In addition, if <br />required by the City, a shingle roof may also be used to improve the building's aesthetic <br />appearance. The color of the metal structure would be consistent with the tan with black trim <br />color of the main Public Works facility structure. After approval of the amended SUP by the City <br />of Arden Hills, City of St. Paul and Ramsey County Contract Services would incorporate the <br />structure design characteristics, as summarized abovc, into a bid package distributed to vendors. <br />Once a contract is executed between the County and the successful vendor, specific design <br />drawings for the structure would be provided to Arden Hills. The County requests that this <br />process be authorized as a condition to this Amended SUP application. <br /> <br />3 <br />
