<br />I <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />.. <br /> <br />~ <br />~~ILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />March 8, 2005 <br /> <br />AGENDA ITEM: Work session #1 <br /> <br />TO: Mayor and City Council <br />FROM: Miehelle Wolfe, City Administrator Y'0J-~ <br />SUBJECT: Work Session Discussion: Streetlights for Lexington Avenue <br /> <br />BACKGROUND <br /> <br />Several months ago, during discussions regarding the Lexington Avenue project, the Mayor and <br />staff noted that the City of Shoreview had approached the City of Arden Hills regarding the <br />possibility of installing streetlights along Lexington Avenue as part of the 2005 reconstruction <br />project. The Council indieatcd a willingness to discuss this as an option. <br /> <br />DISCUSSION <br /> <br />City of Shoreview staff has done some research and provided us with some more detailed <br />information about proposed street lighting on Lexington Avenue. Tbe City of Shoreview has <br />offered to coordinate the project, which would be bid. There would be a cost sharing agreement <br />between the cities if Arden Hills chose to proceed. <br /> <br />Shoreview engineering staff originally looked at putting the lights in the median. That did not <br />work out as well as we had hopcd because it appeared it would be more costly and there is also a <br />higher likelihood of knockdowns when they are in the median. Another difficulty is dealing with <br />the varying widths of medians, which can affect their effectiveness of the lighting at <br />interseetions. They are now recommending putting them in the boulevards. The street lights <br />would be staggered on each side (similar to the layout on Highway 96 in Shoreview). <br /> <br />In order to get some kind of an idea on cost, Shoreview staff obtained a quote of approximately <br />$150, 688. There would be additional engineering and inspection fees of approximately 10-15%. <br />They propose that these costs be shared squally, based upon the number of poles. The street <br />lights being proposed are somewhat similar to those on Highway 96 in Shoreview, but they <br />would be shorter and more ornamental in design (illustration attached). The stree1 lights on <br />Highway 96 in Shoreview are about 35'; the proposed poles on Lexington would be 25'. <br /> <br />The cost for the street lights may be eligible for Minnesota State Aid, which would be one option <br />for financing this project. Given that we are not proceeding with the County Road E Bridge <br />project this year we could diver! those MSA dollars towards this project. Then, as we prepare <br />
