.

.

.

~
~~HILLS

MEMORANDUM

DATE:

March 8, 2005

AGENDA ITEM: Work Session #2

TO:

Mayor and City Council
Michelle Wolfe, City AdministratJv~~
Work Session Discussion: Historical Procedures and Meeting Procedures

FROM:

SUBJECT:

BACKGROUND

During the 2004 and 2005 City Council retreats, the topic of Meeting Procedures was discussed. Various
aspects of meeting procedures have also been brought up during the past year or so. (Most recently at a
January work session, the starting time for work sessions was discussed.) In addition, the topic of
Historical Procedures was brought up at the 2005 retreat. It was determined that these two topics should
be put on a future agenda for discussion.

DISCUSSION

Most of the items that I am aware of (or have been forwarded to me) are meeting procedure-related. I do
not necessarily know what the concerns about historical procedures are. So the two topics are somewhat
blended together here for discussion purposes. Here is a list of the items that have been forwarded to me
or mentioned in the past as topics for discussion:

1. Recognitions (i.e. of volunteers or residents who have some type of accomplishment)
a. This could include such things as whether or not the City should purchase a card or small
gift such as flowers in recognition of someone who resigns from a
committee/commission after a long term of service, or certificates for when someone
leaves a committee/commission; this also includes when we have residents who have
some sort of achievement or accomplishment that the Council wishes to recognize ~
invite them to a meeting? Send a letter? Other ideas?
2. Starting time for Work Sessions (4:45 vs. 5:00)
3. Prompt starting times for City meetings
4. Content of Council meeting minutes
5. Rules and procedures for public participation at Council meetings and work sessions
6. Consent Calendar procedures - i.e. discussion of consent items
7. Polling of Council membcrs on agenda and correction of minutes
8. Notice requirements for work session topics
9. Procedures for filling vacancies on various commissions, committees, and task forces

The goal for the work session is to discuss these and other relatcd items and provide direction to staff as
consensus is developed.

\1,Earthlpr&pwl.operations & Ma;ntenance\2005 Lexington Project\03-08-05 Memo to Council RE Streetlights. doc
