<br />, <br /> <br />~ <br />---A~HILLS <br /> <br />MEMORANDUM <br /> <br />. <br /> <br />DATE: <br /> <br />April 20, 2005 <br /> <br />Agenda Item 6.A. <br /> <br />TO: <br /> <br />Honorable Mayor and City Council Members <br />Michelle Wolfe, City Administrator <br /> <br />FROM: <br /> <br />Scbawn Johnson, Assistant to the City Administrator <br /> <br />SUBJECT: <br /> <br />City Council Approval of Clandestine Drug Lab Ordinance #354 <br /> <br />Backl!round <br />Due to the more prevalent use of methamphetamine drugs, City staff believes that it would be in <br />the City's best interest to pass an ordinance that reduces the City's exposure to health risks <br />associated with hazardous chemicals or residue from a clandestine drug lab site, The intent of <br />this ordinance is to protect and reimburse the City for expenses associated with court fees, <br />investigations, and clean-up costs. This ordinance would place the responsibility on to the <br />property owner for costs associated with services performed in connection with a clandestine <br />drug lab. <br /> <br />. <br /> <br />The proposed ordinance grants the City's Building Official, Ramsey County Sheriffs <br />Department, and the Lake Johanna Fire Department more legal authority to declare a structure <br />that is associated with a clandestine drug lab site as a public health nuisance. The proposed <br />ordinance also addresses the proper procedures and steps that must be followed while inspecting <br />or cleaning-up a clandestine drug lab site, <br /> <br />The proposed ordinance has been reviewed by the City's Attorney, Building Official, Ramsey <br />County Sheriffs Department, and the Lake Johanna Fire Department. All of the aforementioned <br />parties believe that the new ordinance would be a valuable tool in minimizing the City's risk and <br />liability when dealing with future clandestine drug labs in Arden Hills. <br /> <br />Recommendation <br />City staffis requesting that City Council approval of the Clandestine Drug Lab Ordinance #354, <br /> <br />Attachments: <br /> <br />.
