Type of Agenda: ~ Policy o Administrative o Consent o Information o Public Hearing o Ordinance Requesting Department: Board of Ramsev County Commissioners - Commissioner McDonoul!h Committee: Committee: Meeting Date: Meeting Date: County-Wide Ramifications [2;] or Affected Commissioner District(s) #: Board Meeting Date: 4/26/2005 Board Meeting Date: SUBJECT Ramsey County Dispatch Ccnter Consolidation Policy EXECUTIVE SUMMARY On June 22, 2004, the Ramsey County Board of Commissioners took several actions to begin implementation of a new 800 MHz Public Safety Communication System ("PSCS") by passing resolutions authorizing the County Manager to: I. Proceed with the design and construction of the County Subsystem backbone of a countywide PSCS/800 MHz Interoperable Communication System as a subsystem to the Metropolitan Radio Board's public safetY.. communication system (Resolution 2004-256). 2. Develop a preliminary design of a Ramsey County PSCS/800 MHz PSAP/Dispatch Center that would be sized to allow for potential future countywide dispatching for consideration by the County Board and the Policy PIaJll1ing Committee (Resolution 2004-257). 3, Begin negotiations with the City of Saint Paul for a combined PSCS/800 MHz Dispatch Center, and with the Cities of Maplewood and White Bear Lake to become independent PSAPIDispatch Centers in the countywide subsystem, and to negotiate with all communities within Ramsey County, and to update the County Board and Policy Planning Committee on progress and recommendations (Rl;solution 2004-258). --. r (Executive Summary is continued on the next page) ACTION REQUESTED - Policy Discussion with Same Day Action Requested I. Approve a financing option that over an eight-year period e10cks down contributions for operating costs by those PSAP/Dispatch Centers that choose to join the consolidated Dispatch Center. 2. Approve payment by Ramsey County of the costs for capital equipment, cOJlJlections and dispatch center facility construction and site development costs for those independent PSAPIDispatch Centers that choose to join the consolidated Dispatch Center. 3. Approve the formation of aDispatch Policy Committee that includes elected official representatives from those independent PSAP/Dispatch Centers that choose to join the consolidatcd Dispatch Center. 4. Authorize the County Manager to represent the County Board in fomlal negotiations with the independent PSAPIDispatch Centers. 5. Request that Maplewood, North Saint Paul, Saint Paul and White Bear Lake each submit a formal resolution to. Ramsey County by May t 7, 2005 if they are interested in joining thc consolidated Dispatch Center. 6. Authorize the County Board's representative to begin negotiations with the contract cities for a similar financing option if at least one of the independent PSAPIDispatch Centers chooses to join the consolidated Dispatch Center.
