GOVERNANCE ISStJES During discussions with the Dispatch Centers, governance of a consolidated Dispatch Center has been raised as .ern because dispatch operations wilt affect their public safety operations. _ There is agreement that a dispatch policy committee is needed to provide general system oversight and monitoring. The committee will advise the County Manger on the functions and performance of consolidated dispatch services for member cities. The County Manager will work with the Dispatch Center Director in an expeditious manner to resolve any concerns raised by the Dispatch Policy Committee, The dispatch policy committee's composition will depend on which cities join the consolidated Dispatch Center. A suggested structure for the dispatch policy committee is provided below. It assumes that all cities are using the Dispatch Center. If a city is not using the Consolidated Dispatch Center, it will not be eligible for membership on the dispatch policy committee. DISPA TCH POLICY COMMITTEE COMPOSITION The membership during the first 7 years when the cities are participating in funding dispatch operations will, in an effort to reflect the relative interests of the jurisdictions, include: . 1 Ramsey County Commissioner from the suburbs I Ramsey County Commissioner from Saint Paul t Ramsey County Sheriff 1 Saint Paul Mayor or Deputy Mayor (if Saint Paul joins the Consolidated Dispatch Center) 2 Saint Paul City Councitmembers (if Saint Paul joins the Consolidated Dispatch Center) 1 Maplewood Mayor or City Councilmember (ifMaplewood joins the Consolidated Dispatch Center) I White Bear Lake Mayor or City Councilmember (if White Bear Lake joins Consolidated Dispatch Center) I Suburban representative from cities that contract with Ramsey County for dispatching services only; selected by the Ramsey County League of Local Governments (RCLLG) . . . . - . If Ramsey County develops a consolidated Dispatch Center funded by the County, it would be similar to policies adopted in Anoka County and Hennepin County. Anoka County has one Dispatch Center for the whole county and funds it at the County level. Hennepin County has a resolution that states that dispatch operations is a County responsibility and is funded at the County level, and has offered to provide funding of a consolidated Dispatch Center if existing independent dispatch operations responded by a certain date. Dakota County is exploring the possibility of a consotidated Dispatch Center. .
