ATTACHMENT I

.

JIM McDONOUGH
BOARD OF RAMSEY COUNTY COMMlSSIONERS
DISTRICT (.

April 1, 2005

220 COURT HOUSE
SAINT PAUL, MlNNESOTA 55102
TEL I05J)26f>B350
E AX (051) 26f>8370

Richard Fursman
City Manager
City of Maplewood
1830 East County Road B
Maplewood, MN 55109

Dear Mr. Fursman:

Thank you for your letter of March 18th regarding the County's dispatch consolidation
offer. We appreciate the opportunity for an open dialog on this issue. I would like to
respond to the concerns raised in your letter.

.

"The County appea,s to want to freeze current budgets across the county and'o
place a schedule in effect 'hat wil/ gradually reduce municipal payments over a
seven year period. At year eight, the County would then assume al/ costs tor
dispatching thereafter, no longer billing cities lor dispatching costs. "

The County agrees to accept long-term financial responsibility for a consolidated PSAP.
To fund the transition, cities that participate in the consolidation are being asked to
contribute an amount equal to their annual dispatch operating costs for the first year of
operation. The County Board is considering how the annual contribution would be
"c1ocked down" in subsequent years. One possible scenario of a "clock down" schedule
is attached as an example.

"Maple wood currently contracts with the Cities 01 North Sf. Paul for dispatching
services. The contract cal/s equate to 23% of the lotal cal/s. "

We recognize that North Sl. Paul contracts with Maplewood for dispatching services
and contributes to the operating costs of your PSAP. Accordingly, Maplewood's first
year contribution to a consolidated dispatch operation would be $525,500 instead of
$681,515.

'Dispatching protocol is also a significant concern that must be addressed as part
of any consolidation planning. Maplewood must have assurances that issues of
public salety and protocot will be handled in a fashion that are as unique as some
of the services provided in the City. Previous allempts at consotidation lel/ far
short of promises as the special dispatching needs of Maplewood were ignored'

.

Minnesota's First Home Rule County

pr;n,€".l on ff'<l'( tW paP..... ......,1tI.. minim...... or , 0% pl:rSl (on~\JmH {onWnl

,~- /
