The DVCAM format is the most versatile of the three formats. A DVCAM video
deck can record and playback in both Mini-DV and DVCAM formats, while the .
DVCPRO can only record in DVCPRO format. DVCAM technology is somewhat
cheaper than DVCPRO as well. DVCAM videotapes can be reused perhaps 100
times or more, without losing quality such as dropouts. S-VHS tapes are more
susceptible to drop-outs and other damage if used often. The current maximum
recording length of a new VHS tape is two hours and 40 minutes, and only two
hours for an S-VHS tape. A DVCAM tape provides the longest recording time, such
as frequently needed for meetings that run long.

5. Video Production

The purchase of a DVCAM video deck would create a more reliable record and
playback system for meetings. The professional broadcast of playbacks would
improve the quality substantially when viewed in homes of Arden Hills residents.
The purchase of an additional video deck would also increase the playback
capabilities on cable Channel 16. The video system at city hall is designed to
accommodate additional video playback decks, which can be programmed for
replays using the Leightronix automated switcher. This would greatly simplify
programming the playback of two or more programs, for example City Council
and Planning commission, within the same week.

The DVCAM digital video deck is also compatible with any future video .
production equipment the City may purchase. Both digital camcorders and non-
linear digital editing systems use the DVCAM format. Future productions for the
City of Arden Hills would be recorded, edited, and played back on digital video.
Possible programs include current affairs or other informational programming, as
well as covering local events such as the annual Beach Barbeque. There are
also significant events coming in the future as part of the TCMP redevelopment,
which should be documented on video.

Recommendations
The most popular and reliable manufacturer of DVCAM video decks is Sony. Their
DVCAM decks range in price from $1,700 to $13,000, based upon features.
Although a video system at Arden Hills does not require many features, it has some
basic requirements for recording and playback:

1. Easy to use controls for cueing a tape.
2. Display for monitoring video recording and audio levels.
3. Display to monitor time lapse on videotape.
4. Display to verify video picture.
5. Compatibility with future digital video equipment.
6. Remote control capability.

.
